Governance Information

 

The Governing Body has specific statutory responsibilities and works together to:

  • support the Headteacher and her team to deliver the best possible standards of education for all pupils;
  • provide a sense of direction for the work of the school;
  • manage the school’s budget;
  • hold the school to account for the standards and quality of education it achieves.

By acting as a ‘critical friend’ the Governing Body is able to give support, advice and practical help, as well as ask challenging questions in the interests of the school and its pupils. Governors monitor the school and standards of education while always respecting the professional expertise of the Headteacher and staff and their direct responsibilities for the management of the school. The organisation and day to day management of the school is the responsibility of the Headteacher and her management team.

Parent governors have a child attending the school and are elected by fellow parents and carers. Please speak to Miss Morley or our office staff if you are interested in becoming a governor.

Full Governing Body

The Governing Body of Brookfield Primary School adopts the School Governance (Procedures) Regulations 2003 and the School Governance (Constitution) Regulations 2007, as defined in the Governors’ Guide to the Law.

Membership

Quorum

  • The quorum for the full Governing Body (FGB) meeting and vote must be one half (rounded up to a whole number) of the complete membership of the governing body excluding any vacancies.

Meetings

  • The FGB shall elect its own chair and vice-chair at the beginning of the academic year, unless the office of chair or vice-chair becomes vacant, when a new chair or vice-chair will be appointed at the next meeting.
  • The FGB will decide on the chair and vice-chair’s term of office before the election, between one and four years.
  • The agenda and related papers will be circulated to members at least seven days before the meeting.
  • The minutes shall be circulated to members as soon as possible after each meeting.

Responsibilities

  • To elect a chair and vice-chair.
  • To review these terms of reference at the first meeting of the academic year.
  • To be responsible for the constitution of the Governing Body, the appointment and removal of the chair and vice-chair, the appointment and dismissal of the clerk, the suspension of individual governors and the establishment of committees (these functions cannot be delegated.)
  • To review the delegation of functions to committees on an annual basis.
  • To oversee the delegated work of all committees by receiving reports on all actions taken and decisions made.
  • To appoint new governors, where appropriate.
  • To appoint the Headteacher and Deputy Headteacher.
  • To ensure that all statutory and legal requirements are met by the school and that appropriate policies and monitoring processes are in place.
  • To act with honesty and integrity and be ready to explain any actions and decisions to staff, pupils, parents and anyone with a legitimate interest in the school.
  • To set aims and objectives for the school.
  • To adopt policies and setting targets in order to achieve the aims and objectives for the school.
  • To set, agree and monitor a balanced budget each financial year for the school and ensure financial integrity.
  • To ensure the school’s internal financial procedures are reviewed annually through the Resources Committee and are adhered to by all staff with financial management responsibility ensuring financial duties of staff is clearly described to avoid potential conflicts.
  • To fully delegate the SFVS function to the Resources Committee giving authority to that committee to make financial decisions based on full evidence which is clearly documented and agreed by the committee.
  • To receive minutes of meetings and reports detailing all relevant financial decisions taken by the Resources Committee in relation to SFVS at the next full governing body meeting.
  • To review the virement limits of the Headteacher and Resources Committee, on an annual basis.
  • To take out insurance cover (as part of the whole school’s cover through the Local Authority) to protect against any negligence in carrying out its responsibilities.
  • To agree that any opinion given by a governor should not be held to be a professional opinion.

Resources Committee

  • In consultation with the Headteacher, to draft the first formal budget plan of the financial year
  • To establish and maintain an up to date 3 year financial plan
  • To consider a budget position statement at least termly and to report significant anomalies from the anticipated position to the Governing Body
  • To ensure that the school operates within the Financial Regulations of the London Borough of Sutton.
  • To ensure compliance with the Schools Financial Value Standard having received full delegated functions for SFVS from the Governing Body and to make financial decisions based on full evidence which is documented and agreed.
  • To report all relevant SFVS financial decisions taken at Resources Committee to the next full governing body meeting through the minutes of its meetings.
  • To annually review Best Value policy.
  • To make decisions in respect of service agreements.
  • To make decisions on expenditure following recommendations from other committees.
  • To review on a termly basis the Devolved Capital Funding and report to Governing Body on future building development plans.
  • To ensure, as far as is practical, that Health and Safety issues are appropriately prioritised and to oversee arrangements for repairs and maintenance.
  • To oversee arrangements, including Health and Safety, for the use of school premises by outside users, subject to governing body policy.
  • To establish and keep under review an Accessibility Plan.
  • To carry out termly premises inspections and report to committee.

Learning & Achievement Committee

  • To consider and advise the governing body on standards and other matters relating to the school’s curriculum, including statutory requirements and the School’s Curriculum Policy
  • To monitor and evaluate the impact of the School Development Plan
  • To consider curricular issues which have implications for Finance and Personnel decisions and to make recommendations to the relevant committees or the Governing Body
  • To make arrangements for the Governing Body to be represented at School Improvement discussions and target setting meetings with the Local Authority (LA) and for reports to be received by the Governing Body
  • To oversee arrangements for individual governors to take a leading role in specific areas of provision, e.g. SEN, Literacy, Numeracy. To receive regular reports from them and advise the Governing Body.
  • To oversee arrangements for educational visits, including the appointment of a named co-ordinator
  • To support the staff in developing and maintaining links with the local community

Personnel Committee

  • To draft and keep under review the staffing structure in consultation with the Headteacher and the Resources Committee
  • To review and update the Pay Policy for staff and to be responsible for its administration. (act as the Pay Committee)
  • To oversee the appointment procedure for all staff
  • To establish and review a Performance Management policy for all staff.
  • To oversee the process leading to staff reductions if required.
  • To establish and review all polices relating to staff including child protection and equality.
  • To keep under review staff work/life balance, working conditions and well-being, including the monitoring of absence
  • To make recommendations on personnel related expenditure to the Resources Committee
  • To consider any appeal against a decision on pay grading or pay awards
  • To establish and review any policies relating to communication with parents including the home/school agreement.
